My bios doesnt have that option on to overclock it and its really hard for me to find a update, also my p4 2.6 ghz ht cpu is running at 1100 mhz for some odd reason, is it safe and not gonna burn up my pc if it doesnt go past 2.6 ghz if I overclock it ? My pc temp is at 35 degrees C on startup and in usage it is 41 degrees C. SO is there a program I could use to overclock it as a program ?

Clockgen is a popular software overclocking program:

Though if you don't know anything abot overclocking, I'd highly suggest you visit overclocking sites/forums and ask any questions and get more info before messing with your computer.

http://www.overclockers.com/ would be an obvious example.
