First off let's remember that we are dealing with an agency ran by government employees. So that being said he needs to get in touch with the case manager and make sure they are getting the payments. Secondly I will assume they are being taken out of his check each week. That being said then he has the proof on his side that it is being done. But again you are dealing with a government agency now. They do what they want when they want. So he needs to stay on top of this. It can take several weeks to sometimes months before his ex sees the payments. especially if it is going to two different states.
Third I really think he needs to go to his attorney and get a harrassment complaint filed on his ex. She sounds like a welfare psycho who thinks she is owed everything and she doesn't have to do a thing. I agree she should get the support but not at the cost of her ex losing his job or going to jail because she is an idiot.
No offense when I say this but you need to stay out of it. This is a bad situation and his ex is probably plenty bricks shy of a load. You being involved will only make it more difficult and lead to fihting you don't need. He needs to get this under control legally.

The only reason for him to get arrested, if he does not pay child support. Since the State takes it out of his pay check, he has nothing to worry about. The only time it would be a problem if he stops working. He must have been very late with his payments before, or why would the Prosecutor have him sign papers?

If he signed the papers back in February and the payments were suppose to start in March, then he is in contempt of his order. He has to pay it no matter if the papers haven't been sorted.

The bum should have taken responsibility for paying his child support in the first place. I have no sympathy for those who lack the character to care for their own children. If the money is due on March 1, he is late. What he should do is pay it....and, yes, he can be arrested. He must pay it until it starts coming out of his checks.......

first of all, it all takes time to get started.. she will see. she is just panic about things being shut off at her house and the child(ren) do without.
as for her calling him at work, she has no right to, for that puts his job at risk. i would give one warning, that thats it. after that file a motion pro se to get a court order (or restraining order) against her doing so again.
thats what i would do. one warning, then off to court i go to file for a restraining order.
