Plant them in the spring.
Soak the bare roots in water for 4-6 hours to "wake it up".
Dig the hole twice as deep as the roots are long for room and fill the hole with water. The water will thoroughly soak the surrounding earth.
When you plant the rose make sure that the 'knot is above the ground. Gently step around the base of the rose to seat it.
Then form a ridge of soil around it so the rose will be in a bowl. This will make sure water get to the roots.

The best time to plant roses is when all fear of frost is passed. (Spring)
First you'll need to prepare the hole for planting, Make sure the hole is atleast 1 foot to 2 feet wider than the plants roots.
Don't try to cram the roots in or you may break them. Only set the bush into the hole up to the water mark on the stem.
You can see where it was planted if you look. If it says to plant in the Box it comes in, you'll see a plant line. Firmly place your soil around the roots and plant. Gently fertilize the plant. Keep moist but do not over water it.

I'm in the Northeast and they are planted in the spring, but wait til there wont be any frost. I prefer getting potted roses instead of bareroot.
