Easy. Any gas (such as the air inside the bag) expands when it is hot.

Crisps are packed in nitrogen gas. The pressure gets larger in a hot car, and the volume can expand to a certain extent to help cope with the increased pressure.

here is the only logical answer:
since you haven't eaten the potato chips yet, you must be hungry, so that affects your eyesite and it will appear larger.
