Yes it is normal, it usually will happen when you are becoming aroused, and you really don't need to be erect for it to happen.
You are healthy and potent so to speak and your penis is lubricating itself in hopes of something happening!
It's like our bodies are knowing what is going to happen before we do at times and it starts drooling so to speak!
It is actually lubricant for intercourse and it also helps reduce the acid so your sperm wont be easily killed once released inside your partner.

This is pre-seminal fluid. It is produced by the Cowper's gland. This happens when you are extremely turned on; also, it neutralizes any urine in the urethra because urine will kill sperm. Pre-seminal fluid can carry some sperm so be careful; that's why the "pulling out method" does not always work as a birth control method. It's normal; don't worry about it.

It's called pre-ejaculation. it's not exactly like the sperm that you ejaculate during\after sex.
but it may contain some sperm and there is a chance of your woman getting pregnant.
