Torties can sneeze but they rarely do. Its normal for her not to eat every day and she probably gets most of her moisture from her fruit and veggies. I'd get her vet checked if you're worried

What species is she?

No tortoise does 'semi-hibernation'. If it was cool enough to slow down with, then it is easily cool enough to give it pneumonia or a bad respiratory infection- one symptom of which is sneezing.

The main cure for this is to learn more about the needs of your species and provide the right temps, space, humidity, diet, and lighting.

A good place to learn this is http://www.tortoisetrust.org.uk

Edited to respond to additional info:

Do you KNOW the temps and humidity in the cage, down where the animals are? Some cages can be kept nice and warm with one heater, others never seem to be right no matter how many heaters.

Keeping a tortoise on the floor of most houses, for example, often results in the floor sucking away all the heat and leaving them rather chilly- as well as exposed to drafts. Open-topped 'tortoise tables' can have this problem as well.

It is possible that you have the opposite problem- too hot and dry. This also causes respiratory issues with sneezing. A hiding tortoise might be hiding from heat or dehydration.

If I knew what species this was and what the care conditions were, I could help more accurately!

Tortoises normally do not sneeze. A sneeze is usually accompanied with a wheeze which can mean a cold or pneumonia. Try heating the enclosure to about 85*F (for 3 or 4 days) and see if it will clear up. If the heat does not help you may need to visit the veterinarian for some antibiotics, and in a reptile's system, antibiotics take time to work.

It could be a sneeze, if hes just does it once in a while.

But if hes doing it several times a day then it could be an upper respitoy infection. In which case it will die if not seen by a vet and given anti-biotics.

it is normall, it is probably getting rid of excess salt from its food, I wouldn't worry.
