You need a CD/DVD cleaner. There are special discs with little brushes or pads glued to the bottom of the disc that you use for this. Most places that sell CDs, DVDs, players or game consoles should have them. You can moisten the brushes or pads with a little cleaning solution that usually comes packed with the disc or a little rubbing alcohol if you run out. This cleans the laser eye of the brownish gunk that builds up over time. You may also need to shoot some compressed air in there when the tray is open to force out some of the dust. If you have an original XBOX and not a 360, then chances are it's out of warranty anyway, so opening up the case for a really good cleaning may be warranted. You'd be surprised at the level of dust and hairballs and such that can accumulate inside a game console over time. My PS2 looked like a rat's nest when I opened it up. Be aware that there are security seals on most video game consoles. Once you break them, Microsoft won't service the console anymore and places like Gamestop won't take them in trade, so don't open it up unless you plan on keeping it forever and know of a third party who can fix it if it ever breaks in the future. If a good cleaning doesn't get it running correctly, then you may have a problem with the laser going bad. It would probably be better to buy a used XBOX from Gamestop and take the extended warranty than to play around with trying to fix it. I know that the old style PS2 goes for $90 now used from Gamestop and a replacement laser is $60-$70 alone, (and you need an oscilloscope to calibrate it, it's not just a drop it in and go replacement) so it's a better deal to just get a used one and pay the extra for the extended service plan and keep the old one for parts. The situation is probably the same with the XBOX.
