I already have 2 guppies, 2 neon tetras, 1 albino catfish, and 1 African water frog in the tank and the Betta leaves all of those creatures alone.
Not sure if a live shrimp is in their diet or an algae eating snail for that matter.

The frog is supposed to be 1 1/2" at maturity. He just floats at the bottom of the tank and comes up for fresh air once in a while.

That's a common misconception sunshine, betta's will usually do quite well with many types of tankmate.
Betta's are not large fish and will not be able to eat the shrimp without a great deal of effort. Even if he goes after it, he'll quickly realize he can't eat it and give up.
You really should get more neon tetra's - they are schooling fish and will do best and stay less stressed when kept in groups. It might be the same for the catfish , depending what species it is (most species come in the albino variety these days).

He won't eat the snail, but he might go for the shrimp; it depends on your individual betta. I've seen bettas coexisting peacefully with small shrimp, and I've seen bettas attack and eat large shrimp as soon as they set eyes on them. Sounds like your betta is pretty placid, and the tank is decent sized, so I say give it a try. Start with a cheap ghost shrimp if you don't want to spend 5$ on an algae eating shrimp that'll just be potential lunch for your betta.
FYI, if your african water frog is an african CLAWED frog (as opposed to an african DWARF frog), he'll grow big enough to eat all your fish.

I have put Ghost Shrimp in tanks with several different Bettas. So far out of my 9 pet bettas only 2 ate the shrimp. Try buying the ghost shrimp and see how your betta reacts before buying a more expensive fresh water shrimp.

If u need an algae eater then get a plecostomus. They clean the bottom and only eat algae. U can get them small. A shrimp will go after anything that touches the bottom.
Oh ya! Snails are known to dump their waste often and u cant see it but they are sometimes toxic to some fish. And food by others.

If he doesn't bother the frog, he shouldn't bother the shrimp. If the shrimps small, he may get picked on, but my best advice is, try 1, and if doesn't work, don't get anymore. Snails are good too, and don't usually get bothered my other fish. Make sure you have plenty of green algae for either though or plan on feeding algae tabs

It depends on the size of the shrimp. The neon tetras are barely big enough to be safe. Bettas will eat smaller fish if it fits in their mouth. Is it a male?
