You should be prepared to do both. Really, you don't want to do either, because you won't get anything out of him at that point. I would look for a new job first, and, when you have it lined up, go to HR and see if you can get them to pay you so you won't sue them for harrasment. Then take your money and go to the new job. Just make sure you have hotel and restaurant receipts and stuff to back it up.
If HR won't help, then threaten to go to his wife. Make sure he gives you a promotion, because that will look good on your resume so you can leave and go find another sucker boss somewhere else.

Bad move fooling around with the boss. It's not going to get you anywhere but out of a job (eventually). OK, best case scenerio - you get a raise, but then what? Do you keep fooling around, what if he get tired of you, he'll fire you, you'll sue but who is going to hire you after that. Worst case scenerio - you lose your job 9 (going to hr) and maybe your life (what if his wife is crazy or his other woman - a la the astronaut).
At this point I'd tell you to cut your losses and find a new job.

~Let's try to figure this out. You knowingly and willingly fool around with a married man who happens to be your boss. Did he promise you a good raise? If he did promise you a raise, was it before or after you fooled around with him? If he didn't promise you a raise, you got stupped for nothing. If he did promise you a raise but didn't give it to you, then he's a liar and a cheat. But then you knew that already because he was lying to his wife while cheating with you. If he promised you a good raise after boinking you and didn't give it to you, he probably figured that doing him was a bonus and he didn't need to give you anything.
Should you tell Human Resources or his wife? Neither, tell a therapist.

Say you reside with him, And he leaves his spouse and marries you. Then he shows yet another youthful lady to play around with on a similar time as he has you at residing house. Remember one thing: your boss and change you, you can't change your boss!
Even if you've raised it with the HR what can they do? They are workers and need your boss to sign their paychecks. If you went to his wife, his wife most probably needs your boss's help financially too thus will not rock the marriage. Now what's left is you lose your job! Don't be silly.
