Well, a healthy female in breeding condition will carry eggs most of the time.
Don't put your female in with the male unless he has already built a nest, or he WILL attack her.
You can encourage him to build a nest by putting her in a tank beside his, or another male in a tank beside his so he can see them.
Some males just aren't all that into building bubble nests, also, so you may want to consider trying another boy.
Other than that, keep him well fed (bloodworms and pellets) and make sure his water is kept clean and warm. Happy fish spawn, so keep him happy, and eventually it'll work.

First, make sure both breeders are fully conditioned. Make sure the breeding tank is clean and has fresh water--the male when put in there should start building a nest (clean water usually encourages them). Have floating plants he can build his bubbles among. Make sure there isn't a lot of draft and water movement--the fish can tell when their bubble efforts will be destroyed by too much movement and they won't make bubbles. Make sure the two fish cannot see any other fish during teh condition period so when they do see each other, they'll be excited. Tease the male by putting the female inside his tank but in a see-through container--so he can look but cannot touch. Take her out after a few hours. Do this for several days. This will also help the eggs mature inside the female (those wonderful hormones) so she'll be more ready to lay when they get together. And keep in mind not all males want to breed, not all know how to court and entice a female, if the male and female are both virgins, neither may know what to do . Sometimes the female will start building the bubblenest to encourage the male. Some of my most successful daddy bettas didn't start a bubblenest until they were picking and spitting eggs into bubbles.

when I used to breed fighters I always found that the male would only build a nest if moved to another tank. They wouldn't build in their regular living tank. Other breeders have said the same thing to me. You could try moving him if you have another tank and see if that works. Introduce the female after the nest is built (even better is a double tank so he can see the females next door) and keep an eye on them in case of trouble. Its best to remove the female after eggs are laid but I have on occasion left her in with no problems. And the male and female DO need to be together for the eggs to be fertilised, despite what someone else here said!

Sounds like your male is you know, "funny". Maybe he doesn't like girls? Maybe she won't put out?
Seriously, the water conditions aren't probably "just right" for spawning. Most fish only spawn under right conditions.
The exception being male guppies, who would spawn with the filter if it would let them... they'd do it any time, place with anyone.

Can't answer both or your questions, but they don't have to be together for the male to seed the eggs.
