When I am applying for a job and when I fill out the reference section, what is my next step?

Notify the people who you list on the application that you are listing them for a reference on a job application. This way they know that they may get a phone call about you and are prepared. Make sure the phone numbers are current and active, the people still work where you say they do, the addresses are current.

Just wait for the manager to call you for an interview. if you know the number of the company, then call back within a week to follow up if interested. If twice you called, and the manager still don't return calls then it is time to move on. good luck.
