Because springs are from the ground water in one piece of land being higher than the surface of the ground.
When water from rain seeps into the ground on a hill or steep land, the water table will be above the surface of the land somewhere else on the same hill.
This does not happen on flater land because the water table is a more uniform distance below the surface. When the water table reaches the surface on flat land it becomes a swamp or lake. But on a hillside it becomes a spring.

Four Wheel Drive vehicles get them bounced off as they power up the steep grades. And underground water that is pushed to the surface has little area to expand and move on so it bursts out on the narrower expanses on a grade.
