I don't know about all time, but I have been a fan of Judith McNaught for years.

Sorry, but I don't think it can be narrowed down to just one! There have been & are to many really, really, really good ones that write in all sorts of different romantic genres. And there are a few men romance writers also, so why just ask for HER website. Leigh Greenwood is a male romance author. And there are some others~as well as husband & wife or man/woman romance authors. Sorry about going on & on about it but I read a Lot of romance books & there are many great ones!

there are LOTS of great romance authors, but Barbara Cartland is generally considered the best.

If you are talking contemporary, I love Marianne Stillings, but if you are talking of all time, the Bronte Sisters win hands down.

Victoria Holt (not her real name)...I think she is now deceased. She actually wrote under many different names, one that I know of is Phillipa Carr.
