Just out of curiosity, what would possibly make you think that it might be GOOD for a sea creature to swallow a big hunk of indigestible rubber?

balloons are bad for any creature to swallow. they can cause the death of that creature.

They are very bad.
As soon as they take a breath they can't submerge so they die.
