Sounds like Ich. Slowly raise the water temperature to 85, no more than 1° per hour. This is the only time you will need a heater with goldies. Then add aquarium (NOT table) salt; 1 rounded tablespoon per 5 gallons of water after a 20% water change. Tomorrow do a 2nd 20% water change. Skip a day, then a 3rd 20% water change. Use a gravel vac. Poor water conditions lead to Ich and other fish ailments. You need to do a 20% water change weekly with goldies. Good filtration too.
If the treatment doesn't work in 4 days, use a commercial treatment like Aquarasol, a copper sulfate treatment. Be sure to follow directions.
http://www.aq-products.com/APpro/aquarisol.htm
or Wardley Essentials Ick Away, another copper sulfate based treatment.

It depends on the location and nature of the spots.
If they are only small bumps resembling pimples on the flaps covering the gills, then these are your male fish, and yes, they're in breeding condition. (these spots are called tubercules) see photos: http://www.kokosgoldfish.com/2002/tuber.jpg http://uk.msnusers.com/_Secure/0MQD7d3kRZbGp0s!DVXpTq8ror1JEP9vMYdnQzVlJzJrfe4q1u9!yecjX1SfkDvxP34tJTGvy7fc6NCGqe!*hhA/Tubercules.jpg - there are often more than what is shown in the photos and these sometimes extend onto the head.
If the spots are over you goldfishes' bodies, this is ich, a parasite. There are a number of methods of treating this. Stat by adding some non-iodized salt to the water (about 1 tsp. per gallon) and raise the temperature to the low-mid 80s. It would be good to increase your aeration if you can, because high temp = low oxygen for your fish. You can also treat this chemically, with medications containing malachite green - I like Quick Cure, about $2 at WalMart & fish stores. Just follow the directions on the package.
In a few days, you won't see the spots on your fish, but keep treatment going for about two weeks. The treatments will only kill the parasite while in the water, not on your fish. Since these have the free-swimming part of their life cycle, treat the fish in the original tank - this way you get all the free-swimmers, as well as those attached to the fish. I'll add a good ich resource below thatyou can read if you'd liket o know more about this.

No they are not about to breed they have ich (pronounced ick). Go to your local FISH store (not pet store when it comes to fish the pet stores do not carry products that work as well as the ones from a store that specializes in fish although they have great products for every other animal) tell them what you have and how many gallons your tank is. They will be able to sell you enough meds and tell you the dosage to make them well again. Unfortunalty it is deadly to your fish and acts quickly so you may have some dead fish before all of this is over. If your fish tank is under 55 gal. it should cost you less than 20 bucks to make them well again. This is usually caused when the temp. in your tank goes too high or too low. There are other problems that your fish can have that will cause similar problems with your fish but if it looks like little grains of salt than most likely it is ich. Good luck.

It could be ich, an itchy skin disease. Go to any pet supply store and tell them your fish has ich and they will give you meds. Of course it is only ich if the spots look raised, like the salt you get on a soft pretzel. If they look like the fish's actual skin (or whatever. scales idk) is changing color maybe the environment is changing color. Good luck!
