Q. Where do frogs go in winter?
A. Different species have different stategies for surviving winter. Northern leopard frogs, for example, pass the winter at the bottom of deeper lakes, far beneath the ice. They settle quietly on the lake bottom in deep water. They stay concealed behind a log or other debris to escape predators. Other types of frogs may hibernate under leaf litter.
Q. How do frogs survive the winter in cold places?
A. The frogs hibernate in burrows or bury themselves in mud. Toads and frogs are cold-blooded and their body processes slow down as the outside temperature drops. This is why you sometimes find frogs sunning themselves in the spring. Their body temp needs to rise for them to move well. Frogs' bodies have some natural antifreeze chemicals built into them, but a few kinds of frogs who live in especially cold climates can even survive being frozen solid.

Mine spend the winter swimming happily around the tank but they are African Dwarfs and fully Aquatic!
Wild frogs hibernate if it is cold!Some do it in water but most will burrow under rocks or leaves unless they can find a nice shed or greenhouse! Usually they are pretty thin when they re-appear so perhaps the ones you've seen have been lucky enough to find food quickly! Randy because it's spring and mating time obviously!

They hibernate under rocks on land or in the mud at the bottom of the pond.
They can breathe through their skins when hibernating as they don't use as much oxygen.They need to breathe at the surface when they are active though.

Right before winter (fall) the mud is really wet which makes it really easy for them to go in it they go in the ground and come spring they pop there head up when the mud is the same way and live until next winter then under the ground again....

they survive underground or under water by being able to slow their metabolism right down.
they need the warmth of the sun to 'fuel' them so winter would kill them, also, there are very few insects around in winter

They hibernate in cool dark places or burrows. A lot of people find them tucked up in their greenhouses.
