I would use steel wool/ Brillo. What I would also do is purchase a silicone mat. They sell them at Christmas Tree Shops or Bed & Bath or any Kitchen Store. The silicone can be used in the oven and it also makes it so that the food will not stick on the pan. You can put the silicone in the dishwasher or hand wash. It will work great for you and the cookie sheet will always stay clean and preserved.

You can use a brillo pad to take the rust off (its possible that this may scratch the finish a bit but it will get the rust off so be careful). After that make sure to wash it by hand and dry it right away (never let it just sit in water). Remember, now that it has already rusted you will always need to use a spray or shortening to cook on it so if you have any recipies that say not to use any sprays or shortenings on the pan not to use this pan for them. Rub the rust spots with a fine steel wool then wash by hand. After toweling it dry, rub a few drops of cooking oil into the area where the rust was. In the future only hand wash the item and immediately towel it dry and rub with a few drops of oil. This will prevent any rust from reappearing.

scrub out the rust with steel wool. wash ,dry, coat it with aThin layer of cooking oil, put it in the oven @ 300 for 45 minutes to an hour to bake the oil onto it. To clean it after you have baked with it, run it under as hot as you can stand water & srub it with a plastic scrubbie. DO NOT use dishsoap. dry it immediately either with a towel or put it in a warm oven. give it a thin layer of oil either before you put it away or before you next use it.
I have a cookie sheet just like yours.

You can get rid of the rust by using fine steel wool. After you "polish" off the rust, clean with a damp cloth and dry well. try not to immerse in the water when you clean it in the future, and alwyas dry it brfore you store it.

Stick about a cup of ammonia in a trash bag and put the pan in it and tie it up and sit it outside for about 24 hours. Be very careful when you open the bag and take the pan out, your going to want to cut the bag open quickly and let it sit open for about 15 minutes before you take the pan out, then after 15 minutes take it wout and wash it like normal. Its best not to put aluminum pans in the dishwasher though because they rust quickly that way. hope this helps!

ok kel; take the pan and wirebrush the brains out of it until theres nothing left on it (rust)
when you're not using it, whip it down with cooking oil and store.
always wipe down all your steel pots & pans with cooking oil and store with paper towels so not to get grease all over.
I stack all my cast iron skellets on top of each other with paper towels between, keeps the dust off and they are ready to cook and not rusty the next time i want to use them.

In my years Farming. Each year we were done with the fertilizer truck. we sprayed it with vinegar to stop & prevent rust
