Technically, we all have the ability to act with free will in whatever capacity we choose. It is the constraints of society that set the boundaries of our activities. You can choose to murder you neighbor but there will be consequences. You can have all your teeth removed but there will be consequences. Janice Joplin was right when she said Freedoms just another word for nothing left to lose, for to exercise complete freedom you must be willing to sacrifice it.

As a slogan on a bumpersticker, I hate this phrase! I loathe it! Please continue reading before you give me a thumbs down. I don't have a problem with the idea of the protection of freedom as sometimes costly of human life, what I loathe is the construction "Freedom isn't free" Which on the surface seems to communicate the former, while really introducing a very Orwellian doublespeak phrase. Especially given the impingement on our basic rights that the current admin has been making.
But as far as your question goes, freedom is NOT "doing whatever you want" Freedom is "doing whatever you want AS LONG as it doesn't begin to impinge on somebody else's rights.
Freedom enacted as it should be should not have any costs to the person living free. You did not mention the case of protection of that freedom, so I won't deal with that possibility in this answer.

No it's not free. True freedom would mean anarchy, which would mean new restraints placed on the individual by fear, necessity, survival... Even in the absence of any other human beings this would be a heavy price for freedom. Ironically, the restrictions governments impose on people, especially by restricting those inclined to violence, create safety that allows people to act more freely and fearlessly than they would be able to if they had to worry about violence and death all the time.
However, true freedom would exist if one were NOT afraid of death. That would be a rare individual however, as such fears are pretty much embedded in human nature.

There are consequences to all courses of action. if you lived on a deserted island somewhere, there would be no societal consequences of your choices. Around others, there are such consequences. No question.
If you choose to walk down the street naked playing with your naughty bits, of course there will be a price to pay.
