It depends on where the race was held. Speedy Gonzales is "the fastest mouse in Mexico" which implies that outside Mexico he may not be as fast - perhaps he relies upon the terrain or climate for help. I would say in Mexico Speedy would win, outside Mexico the Roadrunner would win.
