Unfortunately, by watching/observing him, albeit as discreetly as possible, to refrain from validating his paranoia, if that is what you mean.
(Or, this is an exhibitionist who craves attention. and again, you'd be giving what he wanted.)
You know(?) this is not his natural behavior.
Acting one way with you and another way with others is someone who has no idea who he is and where he fits, so he scrambles to act the way he thinks is required.
How to help. Keep loving and supporting no matter what the case happens to be.

Someone who is seeking attention with over the top behavior is not getting their basic needs met. They have to recognize the situation before they can change the behavior. Talking to them about it is a start.

it is important to know that when you act as if people are watching you will make a fool out of yourself..let us assume that people are watching and observing..they will form and opinion about this person OK so what ..let them form an opinion they will do it anyway..and remember opinions change all the time..so this person should keep in mind that opinions change all the time this would help him/her loosen up when in public..

Never stare at them> I had a big mangy dog that acted this way, you could never look at him unless it provoked an attack. i could pet him and cuddle with him if I didn't stare him down.
