Actually unless you have a lot of VHS tapes there is no longer a need for a VCR.
Between a TiVO and a DVR is a harder decision. I am sold on TiVO because of the ease of use and additional features over a DVR. The only downside to TiVO is the monthly fee. If you don't mind that then get a TiVO. There are all upsides once you get past the fee.
A TiVO lets you record every episode all season long with a single click. It will learn your viewing habits and recommend shows you might like. You can program it from out of town over the Internet. It has a "recently deleted" folder so if you delete something by accident you can restore it. I highly recommend TiVO.

In essence the TiVo system is a DVR (Digital Video Recorder). The only difference is TiVo is a separately purchased machine that you must additionally buy a service subscription for before you can use it. If you buy your own separate DVR, you don't have to buy anything else to use it. Just plug & play, basically. Some DVRs can actually be "leased" with whichever service you happen to use to watch TV, instead of having to buy a separate machine. Most satellite and cable companies already have DVRs built into their converter boxes for a small fee each month (I know my service does - I have 2 DVR cable boxes).
As for a VCR... Welps! I have a DVD/VCR player in my living room and a VCR in my bedroom. I haven't even used or looked at either since I got my DVR cable boxes this past July (well, only to watch DVDs, really). There are some DVR combos that let you play DVDs as well. I'm getting one of those as soon as the prices come down a little more and chucking the old VCR out the window! :)

Tivo's are the best out of all of them. As the answerer's said above-a TiVo is a DVR (Digital Video Recorder) but many cable companies offer a DVR now. They are not good from my experience. The TiVo has better options and is easier to use. It is simple. It has many ways to search for shows.
I have one cable co DVR and 5 TiVo's. The reason I have a Cable Co DVR is because the TiVo for HDTV is SO expensive. It costs $800 whereas the cable co is free except for the monthly charge, which you have to pay for with a TiVo as well.
You can get free TiVo's now also when you sign up for the service plan (which you have to do anyway).
Go with the TiVo!
