OK, then you need to put some heat on the case AND pull rank on them (your caseworker, thier supervisor, and the dept).
1) call your caseworker and ask:
--where you apply for interest on the arrears?
--was the case submitted for tax refund intercept?
--was the arrears reported to the credit reporting agencies yet?
2) sit down and write a letter. in it, give your contact info, case number, his info, arrears amount, the fact that you've given repeatedly his new locations to the caseworker with no progress. no progress on the support nor the arrears. tell them you respectfully request that the state and federal child support laws be applied to this case. ask why they dont take his drivers license, put a lein on his bank accounts, leins on his property, etc. ask them what they are doing about it.
then take that ONE letter and FAX it to the following:
a) your states Attorney General (link is below)
b) your states Governor (link is below)
c) your states Regional FEDERAL Child Support Office (link is below)
phone calls are useless; they are ignored, denied and forgotten. mail ends up on someones "to do" pile, but FAXES are effective. its proof you sent it and proof they recieved it, therefor, they HAVE to address it. if you cant find a fax number (most are listed online) then just call them and ask for it.
if you hear nothing in a week, fax them again. fax them weekly if need be. its the squeaky wheel that gets the oil, if ya know what i mean.
JUST KEEP AT THEM. dont take "no" for an answer. and dont stop until they address this problem.
3) post his DEADBEAT FACE ON A DEADBEAT SITE ONLINE.

I love how people think getting an attorney will solve your problem. Understand that if a court order can't get him to pay support, what good is getting a lawyer going to do? A lawyer will just cost you money you don't really have with nothing to show for it later.
Eventually, the court will suspend his license, and put warrants out for his arrest. But getting him arrested won't get you any money.
IF he's working, then you need to get a court order to attach his wages. If he's not, you're not likely to see support, and all you can do is inconvenience him but putting the cops on him when you know a warrant is active.
Just count on NOT receiving anything from the loser. Also make him understand that if visitation is part of the custody order, that you can request the court to rescind that until he makes an effort at support.

I kept calling the child support office, gave them all the info they needed to contact him and finally through my persistence, they tracked him down, suspended his driver's license and threatened that if he didn't pay, they were haulin him back to court for further action. He's been paying pretty consistently for the past couple years now, because he knows I will keep calling the child support office if he doesn't. I was not a spiteful ex-wife at all, I just wanted him to share the responsibility of raising our son. I did a lot of struggling as I'm sure you have and will continue, but you will be fine. Depends on where you are, try looking for family services to turn the child support over to. They can take it directly from his paycheck, the employer will be held responsible for paying it monthly. Also family services (called FRO in canada) can take his drivers lisence, put a warrant on all of his assets/belongings (they will basically be taken from him auctioned and pay you what is owed). Or go to court.

what state do you live in. check out the child support lawes for your state because this SOB needs to get his nuts cut if you know what I mean. he is considered to be a dead beat dad and a lot of state jail these fathers for stuff like this and you have a court order that states he is to pay this much a week 2 weeks or month. he is inviolation of this and you can take hime to court and sue. You have look at your states child support laws. and go from there. trust me you can get what is owed.
