I had a goldfish that did this for a long time. It was because their bladder or something like that (the thing that helps them stay upright) was out of whack because she was older. Sometimes she even swam upside down. She lived for a couple more years like that.

Who knows? More info is needed--tank size, how long it has been set up, water parameters, tankmates...without more details it is just a guessing game.
