how to i find the legendary dog in pokemon fire red?

the tip i read on gamefaqs.com said that you can only get one of the dogs, and it's determined by which starter you had...i had squirtle, so i'm looking for raikou, charmander would get suicune, and bulbasaur gets entei...basically it's like hunting for latios or latias in the ruby sapphire emerald series...random encounter...

now i'm only going on a tip from gamefaqs, so i'm trusting someone else on this...first beat the game, the elite four, gary, etc....second buy a bunch of max repels, 30 or so (save before doing this so if you don't find it quickly, you haven't wasted your money), third find a grassy area with a building to duck in and out of (the dog changes routes when you do that)...the walkthrough recommended the one between vermillion and saffron just outside the underground path...

basic steps:
1) use max repel
2) run around in the grass till it runs out or until you see your dog
3a) if you see the dog THROW YOUR MASTERBALL!!! no other ball will catch it!!! if you don't it will run and you'll have to start all over
3b) if the max repel runs out before the dog visits you, run into the building, come back to the grass, and repeat from step 1
