what is the best letter for requesting to release my applying documents from university?
is there any official sample? Thanks,

There is no "official sample" that I know of. Try this:
Name of College Date
Attn: Admissions
Address
City, State, Zip Code
Re: Request for release of all college transcripts.

To Whom It May Concern:
I'm applying at another university and will need ALL of my transcripts from (name of school) NO LATER THAN_____. Your coorporation to fascilitate this matter will be greatly appreciated.

(Your Name)

Before you do anything, call the university and ask them the total costs of making your transcripts available. Whether you want to submit them with your entrance paperwork or as part of exsisting records at a college, there will be a fee for the cost of printing the transcript(s). The college(s) in question can mail the information to another institution, but I believe they only "belly up" for one--beyond that, you're on your own. If you want these transcripts for more than one university, pay for the original release and keep those copies for yourself. Run copies for 1 or more universities. Should you lose them, you'll have to pay again--if it SHOULD happen again, release COULD get "a little sticky."

There is no sample letter. There is no 's' in facilitate (from your first answer to this question. Are you trying to get your transcripts, or withdraw your application from a college?

If trying to get transcripts, you need to contact each school to ask what their procedures are. Also, you need to contact the school you will be attending to see if you can bring them in, or if your former school has to mail it direct to the new school.

If you are trying to withdraw your application, use the letter in your 2nd answer, except, just tell them you are withdrawing your application - not that you are going somewhere else. That will help speed up the process (since they don't need to know if they have competition!). Also, the word should be cooperation, not collaboration.
