Use google. There are many good sites that give you ideas for literacy. Of course you start with the book and then think of items that relate to the book. Like crayons and paper so the child can draw something he liked about the book. There are many Arthur books so you would use items that go with the book. I did the hungry caterpillar and had the following items in my bag: a sock to make a home made puppet out of. Materials to make the food that went with the caterpillar. Paper and markers to draw ideas or thoughts about the book. I even put some of the snacks in the bag so the child and I could snack while we worked on activities. I then had a butterfly puppet so we could act out the story in it's entirety.

I would think that it would be kind of difficult to create a literacy kit for someone unless you know the language of the receiver.
