How to apply Eyeliner?

I thought I knew how to apply eyeliner, but apparently not, since it always keeps rubbing off, gets into my eyes, and migrates to the inner corner of my eyes. It's disgusting. Can anyone give me any good step-by-step directions on how to apply eyeliner and KEEP it on?
