There are two easy options to access the mouse properties box.
1st. Type "Control Panel\Mouse"(Qoutes Removed) in the address bar
2nd. Search your entire comupter for "Mouse"(Qoutes Removed)

An easy fix of this problem is to restore your computer to an earlier date when you know it worked.
Go under "Start\All Programs\Accessories\System Tools\System Restore"

If you can not find it there do a search of your entire computer for "System Restore"(Qoutes Removed)

In order to run a search of your entire computer go under Start and Click on Search.

If none of the above works then I am inclined to think that there is not a problem with your software there is a problem with your hardware. In order to fix a hardware problem with out any experience( because it would be extremely difficult to tell you what to do) I would recoomend getting it looked at by experts or sending it into the manufactuor.

Go into the control panel, and click the Mouse icon. There will be a tab that lets you adjust the scroll bar size and location, the touchpad sensitivity, etc. You may be able to fix the scroll bar there.

Go to your Control Panel
(Start - settings - control panel)
select the Mouse Settings Icon
It is called something like, touchpad sensitivity or something like that, it may have been turned off or just the sensitivity turned down too low.

Since you probably have category views set in your control panel, you will need to open "Printers and Other Hardware" in your control panel, and then open the "Mouse" utility to get to your mouse settings.

i would go to dell's support section on their website and download a possibly updated driver for your touchpad.
