I know that they can be painted but I assume some sort of decal system is used.

i believe it is a very thin sticker, decal whatever. basketball floor can be taken apart very easialy which is quite a few basketball areans are also hockey arenas. (NC State, Charlotte Bobcats two examples). so the sticker is placed on the tile and the tile is then placed in the arena.

Normally they are repainted with quick-drying paint as decals would "stick out" and, although, it wouldn't make a HUGE difference, it doesn't take much on which to catch a basketball sneaker and ruin someones knee.
