Probably the cheapest all inclusive in that area would be The Griego Mar or The Natali.
To be completely honest with you, I would not stay at either one of them. However, if you have to have the cheapest of the cheap then be warned- you do get what you pay for.
Expect watered down drinks, very basic accomodation and little else.
In my opinion, the only one to consider if you are looking for a reasonable but inexpensive hotel is The Torremolinos beach club. Yes, it's more expensive than the other ones, but not by any means the most expensive. It is a three star hotel, on the beach and is huge! Theres a lot going on and for the size of the complex, they offer decent standards of food drink and it's clean.
If I were you, I would source my flights with a low cost carrier, spend as little as possible on the flight and pay a little more for your accomodation. After all, if your standards of comfort at home are good, then why go abroad to rough it for a week and pay for the priviledge?
Please do check the reviews before you buy anything. Simply type the hotel name into google followed by the word "review" and check it out. I like sites like Trip advisor, Holiday Watchdog and Holiday Truths. Don't waste money on cheap nasty hotels- they are simply not worth it.
Here is a review on the Beach Club for you. The majority were excellent with a score of 4 stars which is really good. This is a trip advisor review and is pretty much representative of what others thought overall.
"Much better than its 3 star rating. The first thing that hits you is how clean the hotel is both bedrooms and public areas. The food /drink was excellent and the facilities and entertainment were very good. The staff were excellent and very polite and nothing was too much trouble. You can eat non stop 8a.m to midnight if you have a mind to.
The hotel is on the beach and although out of town there are bars, restaurants and shops in the immediate area. The railway station La Colina is ten minutes walk from the hotel and this is an excellent and cheap way of getting about.
From our experience I would recommend this hotel."

"Me and my Girlfriend have just come back from the beach club after a 4 day stay. we are in our 30s we cannot complain one bit, its only 10 mins from the airport in a taxi. On arrival pleasent staff, there are 4 lifts to your room, yes slow but what do you expect with 9 floors.
The room was big clean and tidy, very nice bathroom. the view was good over the sea. The foos was very good good selection, about 5 hot choices as well as salads and a pasta pizza counter. good choice of drinks all local, but if you want label drinks you can pay at a good price too. The entertainment was good and yes it is more for the older generation but it was good enough for us. I agree it would be different in the peak season but this time of year its great as long as your not going for the weather. Bus stop just outside to the hotel, for 1 euro to the center, or a 10 minute walk up the road for the train station to get anywhere and a great price too. So overal it was very good and well for the price you couldnt ask for more."

Hi, I just came back from a four day holiday in Torremolinos, I live in Gibraltar so it is just 1 hour and 30 mins away. I stayed in Sol Principe Hotel. It is a 3 star hotel but believe me it has the standard of a five star hotel. This is not all inclusive, it is half board but I paid £23 a night per adult and kids pay 50 %. The beach is just across the road but the hotel has several pools if you prefer that. I have also been to an all inclusive hotel not in Torremloinos but in Marbella it is called El cortijo Blanco and it is worth the money. That will cost you around £27 per person per night.I wish you a good holiday in whatever hotel you decide to go.

Now live in Spain, but before moving over had a great holiday in Torremolinos Beach Club - excellent food, nice staff, good accom. Better if you have a hire car though as it is at the far (east) end of things - a taxi-ride into main town. Having said that, you should not need to go out for entertainment.

Before you book a hotel check out these sites. They have reports for many hotels from people who have actually stayed in them. La Carihuela is a lovely part of Torremolinos, nice beach good bars, restaurants and shopping and has an international feel about it.
