Who or what determines when Easter is held each year

Easter's celebrated on the first Sunday after the first full moon after the spring equinox - This year, the equinox is March 21 (that hovers between the 20th and 22nd, I'm pretty sure). The first full moon after that is April 2, which is a Monday. Which means Easter's the Sunday right after that, April 8.

It has something to do with the equinoxes and solstices. I just can't remember which one. It's the Sunday before or after the vernal equinox I think.
