You didn't say where you are from. How about Walt Disney World? There is something for everyone there.
Just about any beach will do. Toddlers, as well as most people, love the water, just watch her closely. Florida or California, it doesn't matter.
The trick is to keep is simple. Toddlers that young are not really aware of where they are, so a pool is a pool to them. For that matter, water is water. They'll play in dirty water just as easily as a clean swimming pool. So anyplace with a pool, a park, or sand is loads of fun for them. Any place where they don't have to sit for any amount of time.

At 2 years, the vacation is more for the family than the child. Being 2...the child can be made happy just about anywhere...have a nice vacation!

We took our two year old to Legoland (Northern San Diego Couny, CA ... closest airport Carlsbad, CA [CLD], next closest San Diego [SAN], next closest Orange County [SNA]).
EVERYBODY (2 year old, 8 year old, mom, dad, grandma) had a blast. You leave feeling like you got your money's worth ... unlike Disneyland. Things to do, things to see, things to touch and play with.
Would go again in a minute. We were there in January, so it was quite chilly ... but would be fairly warm in the summer. Probably over 80.
