Are you talking about an old rotary dial phone? Well, take the handset off the switch hook and put your finger in the hole of the number you wish to dial and then turn that disc with your finger clockwise until you hit the metal stopper. Now take your finger out and the disc will return to its original position and you will hear clicks through the speaker. Repeat until you have dialed the number completely. That's it!

Edit - Take a read here:

It explains how the rotary dial works pretty well if you read through it.

The original telephone network is built on the concept of circuit switching. Explaining the whole thing from end to end is the subject of many college courses.

The cellular phone network extends a lot of these circuit switched concepts, and overlays it with techniques unique to wireless access.

While service from your local central office to the home is still very much circuit based, the phone companies have replaced a lot of their backbone with higher capacity packet switched networks.

Voice over IP (VoIP) merely extends the packet switched concept all the way to the end user.
