Absolutely! And at least half of the water should STILL be changed about every 7 to 10 days! Like everyone else said, go for a filter that can handle more than your tank holds.
I recommend the Zoo Med 501 or 318 Turtle filter. The 501 is external and has a shower feature that my red-earred slider LOVES. It's easy to care for and easy to clean and does a GREAT job keeping the water clean and cycled!

Turtles are notoriously dirty. Filters help keep the tank cleaner longer, otherwise you'll be changing the water constantly. Also, make sure there aren't too many turtles in the tank. Most turtles get over 10 inches long and one turtle that size needs a 55 gallon tank or larger. Also, make sure you aren't overfeeding them. Make sure they eat everything you give them, extra food will cloud the water too. If it's dirty, clean it, or you'll end up with sick turtles. Turtles aren't easy because they poop so much.

YES turtle tanks need good filtration. Turtles are very messy animals, go for a higher power filter than what is listed for fish tanks (i.e., get a filter rated for 55 gallons of you have 30 gallons of water)

Thats a dumb question. Of course it neeeds a filter! I would take all the water out and replace it, then get a filter from walmart that pumps out TWICE as much water as is in the tank. So a 10gal would need a filter for a 20gal, and a 20 gal would need a 30gal filter, and so on. Try to get the largest filter you can afford, dont skimp out. The bigger the filter, the fewer the water changes and the less work you have to do to keep your tank clean.
Turtles are dirty little animals. I suggest changing water once a week(take out a few gallons and replace them) and keeping a filter running at all times.

Turtles are the Goldfish of Reptiles *LOL*
They usually need better filtration and more cleanings then regular reptiles. A good hefty in tank, or dry filter is good. HEFTY being the key word. You don't want a filter that you are constantly going to have to clean because it clogs.
Zoo Meds 501 filter that is specifically for turtle tanks is AWESOME!!
