I don't think there is one. Since a Koala is not part of the bear family, it can't be considered. Panda bears do on occasion eat meat, fish and honey, so this disqualifies them as exclusively a plant eater.

The Malayan sun bear. This bear is also the most agile climber too. It climbs trees and feeds off the leaves and fruit and also makes nests in the trees. Although most of its diet is fruit and leaves it will also eat insects and especially likes to dig up termite mounds.

Otherwise, it is the giant panda.

Neither the Panda, the Koala nor the Wooly Bear (caterpiller) are bears.
All Bears are omnivorous. Even if the don't kill meat, they still eat ants, grubs etc.
