Filed objections Jan 16 and no result. Am asking for re-opening of time to take appeal in civil case. Magist denied motion for re-opening.

It sounds like you are handling this matter pro se. Handling a matter in federal court, (civil or criminal) pro se is an incredibly BAD idea.
Your first step is to obtain and thoroughly review a copy of the Federal Rules of Civil Procedure. NEXT, obtain and read a copy of your Local Court Rules. When you realize that you don't understand them, you will probably understand why I say that you need an attorney, properly licensed in your jurisdiction, to handle the matter for you.
