They generally have staffers and advisers who tell them how they should vote based on what they think the Congressman would do if he/she read and understood the whole thing themselves.Sad but true.

They have staff that go over the bills and give highlights to the legislator. Some legislators, however, do read the bill in full. It largely depends on what the bill is and how interested the people of their district or state are in the bill. If each legislator completely read each bill they would have no time for anything else. You can get copies of bills which you can read and advise your representatives. I am sure they would like your input.

It's different from congressperson to congressperson, and different from bill to bill, but it can be a range of the individual reading the entire bill and making a decision, or being told to vote a certain way by interest groups.
