It is illegal to take something that is copyrighted without someone's knowledge. However, there are some very legal sites out there that you can download free music all day long and put it into your library legally. This one is the largest and the best out there.

Music has copyright protection. The rights to the music are either owned by the artist or the record company that produced it. Either may decided to publish their music with an unlimited right to copy.
You are allowed to take music that you purchased on CD and copy that to iTunes. You already paid for it when you purchased the CD. Similar to the days when people copied music off of records to cassette tapes.
