Spend some time in the weight room doing things like lateral pull downs and wrist curls. However, AVOID the bench press!! This actually develops muscles that get in the way and hinder your natural throwing motion.

Over-pitch ( throw off a mound to a plate 70 feet away) when you move back in to 60 feet it will be a piece of cake.

Brandon is right on. When I was in high school, I approached my coach, requesting the same advice...he told me, some are born with more red meat than others. In other words, don't expect to add 15 mph to your fastball....most likely that won't happen. But long toss, pitching to 70 feet, and any weight lifting should focus on butt/thighs, wrists, and forearms. I followed his advice and gained five to six mph in two years from the low seventies to eighty...so I'm not sure how much of that was maturing and how much was doing those things. If all else fails, remember that pitching is mostly a mental game and you don't have to throw in the nineties to be effective. Pitching is about location, location, and location. If you have that, you can beat most teams with a below average fastball if you can change speeds and locate with all your pitches. Jamie Moyer is a classic example of a guy with a below average fastball that has made a living at the highest level because he can change speeds and locate.

Brandon has some very good ideas.
I would like to add, Lift weights during your off season. Lifting during the season can really make you stiff and affect your arm motion. During the season, lifting light weights with higher rep counts would be good, but don't over do it!!
When I played, I used surgical tubing and put it through a tennis ball to use as a grip. Tie the two ends of the tubing together, put the knot in a door and close the door (like the service door to your garage). Practice your pitching motion, slowly.
Like Branden said, play long toss with a friend. Go through your pitching motion, in a easy relaxed manner, and simply throw the ball, a lot.
