Just being yourself is a key element. You want to attract new friends that appreciate you for who you truly are. Why not just be honet when meeting new people. You may try just saying things like:
Hi, I am new in town and am looking for a great hamburger place?
Hey, your hairstyle is great and since I am new here, I am still trying to find a great hairstylist. Where do you go?
Where are some great places to go after school? I am new here and stll trying to find the movies, the best shopping mall, etc.
Atleast these are "open-ended" questions that give them an opportunity to talk to you. Plus, you sound like a sincere person in that you like to compliment people. Everyone loves to be complimented, so it makes them feel more at ease in speaking with you.
It takes time to make new friends, and good ones, not just aquaintances. It may even take a good year in a new place. Be patient and just be yourself.
How about joining some clubs in school, maybe some youth groups through local Churches, the YMCA, a bowling league or other sports clubs, maybe train for some races or fun runs (those are great places to make new friends).
You will also build more confidence as you become more involved with extracurricular activities. It will take some of the pressure off of trying to make new friends so quickly as you will have many other outside interests to keep you focused and busy. Friends will then develop naturally which is the best way anyway.

By speaking up and saying Hi, hopefully ur friend could introduce you to some people.
I make any comment I want, usually something funny, works everytime, you get them smiling and thats a good thing

Let it flow naturally,what you want to do is hang around that person you know friends(while searching for your own group indierctly)go to school events that you like and there are sure to be people there that you can be friends with(since you share that event in common)you will be fine.

its easy to make friends in class with people you sit next to or see everyday. Also if you play sports, thats a good way too

well as for me i was once new to a school all i did to make friends was to socalise talk to the people be frinedly and be myself. people started talking to me more and i made friends within a wekkk and i still have those friends
