Lots of plants...some driftwood...school of brightly colored fish...sounds perfect!

With the size of your tank, you could probably fit about 80, but this number would be overwhelming - there would be fish everywhere and you wouldn't get the effect of a "school". I'd think about 25-35 would look best at adult size - remember, they will be a little over an inch as adults, so it will look very understocked at the beginning. Maybe go with cardinal tetras if you want something a little bigger - they are similar to neons, but get a about two inches and the red stripe extends the entire length of the body. You could get 10 to start and add in groups of 5 till you get the size of school that looks good to you. I'd also add maybe a few bottom feeders like 4-6 corydoras or a medium (5-6"as adult) sized pleco catfish to clean around the bases of the plants.

Yeah definitely! It depends on the dimensions, I find. The longer the tank, the better the effect; but even if your tank is relatively tall, it would still look great.
I'd go with:
15 neon or cardinal tetras
10 rummy-nose tetras (GREAT schoolers!)
10 glowlight tetras
8 dwarf neon rainbow fish OR penguin tetras OR furcata forktails
8 corydoras julii
And maybe a few cherry barbs or dwarf gouramis - they don't really school, but it's nice to have a few individual fish to complement the schooling.

I love tanks full of various Tetras and Danios with some Cory's for bottom feeders. You could even sneak some of the more interesting algae eating fresh water shrimp into there.

I think that would look awesome! Years and years ago there was a writer for FAMA magazine that did just that with Cardinal tetras and earned the knick name cardinal bob.

It would look great, I would love that. You could have a few kinds of tetras at the same time.
