a dozen max considering all of the babies you will probably have and you must have a good carbon filter system and biological filter system (under gravel) and 6 neons would be fine with a good filtering system

If you were to have only guppies in your 60 L tank, I would recommend about 10 of them. You could probably go with as many as 15 or 20, but if you did, you'd have to do water changes every 5 days to ensure that your water stays clean. If you only go with 10 of them, then a water change every 7 to 10 days is enough.

It's not typically recommended to put livebearers (guppies) and tetras together, but you can get away with it. You could go with 5 guppies and 6 neon tetras or glowlight tetras.

If you're breeding the guppies, make sure to get at least 2 females for each male.

you need a good mix of females and males, otherwise the males will pick on each other. If you get enough, you'll do fine with tetras (neons are tetras). You can even put one Betta in there, it will look very cool. Also, a couple cory cats, a few algae eating shrimp, and it will look awesome!

In a 60 l tank, you could put about 20 fish total, of the kind you're talking about. Shrimp don't count against the inch count. (1 inch of fish per gallon of water. those fish get to be 1-3 inches)
