Paypal does require a small fee. This is taken from teh amount paid before it is sent to the payee. If you are a payer then yes they take teh money from your funding source every tiem you use it.

You only have to pay when you receive money through Paypal.
I'm not sure why you think it's rediculous to have to pay for a service from them. The alternative of course, is to get your own Visa, Mastercard, or American Express accounts, with all the costs that go along with that, and then have them take off 7% from each transaction.
I think Paypal's service charges are very reasonable for the service they provide. You can also have them accept credit cards on your behalf. It's a bargain!

It depends on what type of transaction you do. If you have a personal account, you can accept only payments from other PayPal users who have the balance in their account. If you have a business account you can accept any type of payment. You can send money and it is FREE. If you recieve money, they charge a nominal fee for the service. Its not rediculous, they are providing a service and should be paid for same.

You do not pay a monthly fee but they do take a percentage of each payment made to you. I have an online store. I accept credit cards through a merchant interface. If someone buys an item from me for $39.99, the mercahnt interface takes 3.08 off of the $39.99 (it's a percentage of the sale). If the person pays through Paypal, they take about $1.16 (again, a percentage of the sale) so they are really not as bad to me as when a customer pays by directly entering their credit number to me. Their percentage is smaller.

All my transactions have been free of pay-pal charge, ebay charges the seller a fee bought paypal has never charged me

No, you don't pay PayPal to use it. You can use either a credit card or your checking or savings account. I use PayPal to pay bills and buy things on the internet. They only deduct from my account whatever I am invoiced for; they notify me when they deduct it, and they notify me when it is deposited into the seller's account.

Its free to register and use to send money. But you do have to pay to receive money.
