I wrote a blogpost about it at http://hero-goggles.blogspot.com/2007/03/captain-america-1941-2007.html I think we'll see something similar to when Batman was recuperating from his broken back. I think Bucky (now the Winter Soldier) or some other replacement will take up the identity of Cap, but won't live up to the ideals, possibly killing someone. Steve Rogers, who has gone underground with the help of SHIELD, will have to re-emerge to take back the Cap persona.

Ah. Actually quite an easy question to answer.
Marvel's goal here was to bring attention to the Captain America character, and they did. Killing him was a brilliant marketing move.
The Captain America movie is currently being made. I think Marvel was looking to show investors that people STILL care about Captain America. Now, they should be able to get the funds and backing they need to make the movie.
How Cap will come back is probably a moot point. Hopefully they will do it in a believable (by comic standards) way.
Cap WILL come back just in time to promote his new movie. You can bank on it.
Oh, and dont go paying anything more than cover price for the death of Cap issue from Marvel. Marvel is heavily publishing this book. Everyone who wants one will be able to buy 5 of them soon. People paying $75 and up for the book are complete and utter fools.

Marvel once wrote a thing in the letters page of X-Men about deaths.
Now the theries
Even with the body, it could be that
a) it was not a killing shot, he merely was placed into a coma due to the bullet's interaction with the super soldier formula.
b) it was his clone that was shot
c) he mastered the mind transfer {like Dr. Doom} and transfered his mind into another
d) it was staged to allow for Cap to begin his new identity, the Blond Bomber
e) he will be revived by a villain and then will slowly come back to life on his own {ah la Wonderman, Vision,}
f) the whole civil war and aftermath were a result of a mad watcher {see Fantastic Four issues with Aaron the Rogue Watcher and Avengers with their Gatherers story line}

1) Marvel should bring him back as the New Kingpin of crime.. Cap realizing he can't trust no one (or from memory loss) becomes the new kingpin ,allowing all the villains to work for him to take his revenge on the U.S. government and Tony Stark. This will give the villains a leader who know secrets about what going on and a leader who will know how to lead to get the job done.
2) An easier method..Galactus needs a new herald and grants him the power cosmic to a dying Cap...
I believe he didn't die at all but that Nick Fury set it up so everyone thinks he did...so they can continue the fight against the government. Or he is gonna take on a new idenity for awhile..and by the time they release his movie he'll be back.

Marvel will not bring Captian America back to life because he is not dead. What will happan is after a while Marvel will come to their sences and revile that it was not Captian America that was killed but a shield Life Modle Decoy of Captian America. They will revile that Captain America has been in a secrect prison and the only reason he is back is tha a new government that wants nothing to do with the super human registration act is in power and needs his help.

They will probably say it was all a dream while he was in a coma. Then for suspense a doctor will find a bullet buried deep in Capt America's brain that can not be explained, but if moved could possibly harm or kill him, but as it is now he can continue doing what ever he want.

( If Oden will sign off on it )
Maybe into a clone but the point is they can bring him back any time they want.
It really depends on how much protest they get from the fans for killing him off.
