You can mix two ores of nitratine and sylvite. Then, Precipitate out the KNO3.

Please note that Potassium Nitrate by itself is not combustible. It is when it is next to a fuel, be it a solid, liquid or gas that it makes the fuel burn because it supplies additonal oxygen for combustion. Of course, some heat source is also needed.
