Well it depends what type of small business you are trying to start. If you are going to be selling products online and need a shopping cart feature then some hosting sites will be better than others. The one that I use is http://www.dakotawebhosting.com
They have every feature you would ever need with reasonable prices.

I think godaddy has the best prices at $1.99, but I've heard tell that if you check one out and then need to think about it, it'll be snapped up and you'll need to buy it from the one who bought it if you still want it. From what I've heard this is a godaddy trick to make a little extra money.

As far as godaddy hosting is concerned, its fine for a simple site or if you know what you're doing. Their customer service is terrible, as they're not tech people. If you have to ask a question that's not on the script, they'll still try to make it fit the script, thus giving you nonsense answers.

If you want a combination of hosting and domain registration try visiting 1and1.com, they have reasonable prices and are respected in their industry.

Then you'll have to choose between a Microsoft or Linux server. The Linux servers are cheaper, but if you aren't quite HTML ready, I suggest choosing a Microsoft server option and purchase Microsoft Front page which is a great website editor.

I can back up what herogogg says about GoDaddy's support.
They have absolutely no knowledge outside of their scripted responses. If you require the least bit of "Technical Support" all you'll get is condescending answers that have absolutely nothing to do with your inquiry.
Go ANYWHERE but GoDADDY.
I have several domains with them, and am moving them as the hosting contracts expire.

I don't know if it's the best, but here's the one I've heard the most about:

http://www.godaddy.com
"Hosting Plans From $3.99/month - Ideal for most individuals and small to medium-sized business. Featuring up to 200 GB disk space, up to 2,000 GB bandwidth, database(s) and our EXCLUSIVE Hosting Metropolis Community."

This is the one I use:
http://www.godaddy.com/gdshop/registrar/bulk/bulk.asp?isc=cjcdom001t

It's very easy to use, and they have 24/7 tech assistance. I've called there at 10:00 at night, and got help.

Good luck, I hope this helps.
