take them outside, put 1/8 cup on mat, scrub with a stiff brush, wash down with plenty of water....Also clean brush!

Don't use full-strength bleach. It can yellow the plastic, or even damage it.
For rubber bath mats, I put them in the tub, run water to cover them, add bleach to about 5-10% strength, and let them soak for a while (15 minutes or so).
For rug-like bath mats with rubber backing (I think this is what you are asking about), that get laundered, you should try a non-chlorine bleach product, like Oxiclean, first. If there are stains or mildew that won't come out, soak the mat first in a 5-10% bleach/water mix for a few minutes, then run it through the laundry cycle, or wash it in with sheets or other laundry that can withstand chlorine bleach.

You can as long as it is white to begin with. Do not let it soak for any length of time. Rinse with lots of water.
Bleach will damage the plastic/rubber if left on - I make a small solution of bleach and water to quickly soak out my kitchen sponges at the end of the day too. It works well, but if left in the bleach, it breaks down.
PS According to bleach manufacturers, bleach turns into a harmless salt type fluid after time. Not sure about that.

Stick to 10:1 bleach solution and you'll be fine. And yes, bleach in any strength is harmful to the environment. Personally I'd choose an earth friendly cleaner, like Bio-Vert or Simply Green.

Oxi-clean is a great alternative to using bleach. It works on EVERYTHING too. I got alot of stains out of a new rug, spit up stains on baby clothes that I couldn't bleach b/c they're colors, it would work good on that too i'm sure. Or use soft scrub gel bleach, I love that stuff too!

You can use a little bleach. If they are colored mats, try Clorox 2 for colors.
