What hardware did you added to your PC recently? Are the drivers installed properly? Try doing all these in Safe Mode and restart the PC and see if it helps.

If no hardware has been added recently, did you do any driver upgrades to your hardware? If yes, do a roll back of the driver to the previous version in Safe Mode and see if it helps.

If nothing works, there is probably some hardware conflicts. It could be some hardware is sharing the same IRQ, and you will need to disable one hardware in order to use the other one. This is particularly common for motherboards that have sound and graphics integrated. If your motherboard has both integrated sound and graphics, and you are using an external sound and graphics card, ensure that these integrated hardwares have been disabled before using the external cards.

Chances are that a file in your Windows OS is bad. Hopefully you kept the recovery CD that came with your system. If so, insert the CD in the drive, then boot from the CD. It should lead you through the rest.

If not, you will need to find a Windows OS CD of some sort and re-install Windows on your machine.

Before you do all this, boot up in safe mode and save all the stuff you want to keep to a CD. Then after the re-install, you can put it all back on the Hard Drive.

if you are booting in safe mode then it is quite possible a hardware problem rather than a virus/spyware.
have you updated any drivers or installed any new programmes?
any newly installed progs or drivers can cause this, while in safe mode, if you have installed anything new, remove it/them.
in fact you could really remove anything you do not need any more, then do a reboot and see what happens.
if it still wont boot then your OS might have been corrupted.
