You could attempt a dial up connection via telephone to an internet provider outside your country. It will be slow, and probably expensive, but it can be done. Depending on how focused your country is, of course, they might block calls to the known numbers of internet providers located outside your country.
Ultimately, the answer for you might be, "move to a country that allows access".

Well you may download torpark from the link below. It's a browser built from firefox which is fully customised to use Tor, which is a program that routes your connexion to the internet through many proxies. I hope it helps

As per my idea , once any region filters any specific sites means it have been filtered through your ISP ( Internet Service Provider ).
Once its filtered at ISP level you cant get it by any means......

I think you would have to do it old school hacker way. You would have to dial into someone else's box through a proxy and have the data be sent through them into your box. I hope that makes sense.
