I agree that clothing for the small male is hard to find. I've found that even at 32 if I go into the USA I can hardly find clothes that fit. I mean I've found pants that're 28 and fit, which is nuts.
I say try a store that sells European clothing, whatever is in your area. I like H&M and have had luck there with jeans that fit. The idea being that European fashions cater more to the smaller person. Also try a big jean store like Jeanmachine, they have a large selection.
The other easy-ish option is to have them tailored, it might be a pain in the *** but it should be doable. The last option that I've heard about recently is to buy women's jeans, because they do fit tighter. Appearantly it's a huge growing trend for men nowadays. Errr just don't mention that they're women's heh.

I have the same problem with my skinny long legged 14 year old. We have ordered online from American Eagle - they sell 28x34s in some styles online. However, the 34s are getting short on him and he still has to cinch in the waist with a belt. He's truly a 27 x 35 but no one makes those! He didn't care for the style of the Buckle pants but they also do longer sizes online. Sometimes I worry that he is too skinny (he does eat I swear!) but I do see other kiddos out there with long legs and skinny so I know he's not the only one. My nephews (built just like my son) live in the cold northeast but wear shorts YEAR ROUND because they don't want high water pants!

oh my gosh i can't believe no one's told you to go to buckle yet?! the only way they size jeans is waist by inseam- it's so easy to find whatever length and waist size you need. and hey, girls jeans are in right now for guys so if you swayed to the other side of the store and got a women's relaxed straight leg jean, i know they'd have the size and you wouldn't be able to tell they're women's. seriously, just try the buckle. people there are on comission and stick on you like leeches until you get what you need.
